The officers’ house of Baltic Fleet on Mere puiestee is one of the most outstanding ones among the Stalinist cultural palaces. It was a building representing (high-) urban Baroque theatres, and which was built on top of the ruins of Grand Marina. On the ceiling of the central hall, there is a circular mural painting resembling the hall of Estonian National Opera.
In the foyer and the halls of the building, there have been preserved some still authentic decorations – fabulous chandeliers, sculptures and paintings. The building which is currently known as Russian Cultural Centre was named as an architectural monument in 1997.
