Created for the most important concerts, celebrations and receptions (the design was completed in 1976) the V. I. The total length of the building is about 300 meters and its width about 160 meters, its total area is 27 215 square meters.
In addition to the possibility of walking on the roof a striking experience was created by the fact that the building was located completely by the sea which in the Soviet era was strictly controlled and limited.
