Ülemiste City is located in the area where used to be Dvigatel wagon construction plant that was established in the 19th century. In the center of the business-city that has been built on top of old as well as new foundations there lies a park – with a pond and an old water tower forming a peaceful oasis – that was founded by Grišakovs’ Kivisilla landscape architecture office. The best-known of the new buildings is the 13-story complex named after the cult Estonian astronomer Ernst Öpik, and which is open to the public during the Open House Tallinn event.
